Recoverable heat is not the same as useful heat.

Compute power becomes heat, but value depends on temperature, timing, distance, hydraulics, seasonal demand and a safe rejection path when no consumer is available.

Measure both sides of the exchanger

Compute supply

Electrical input, utilisation profile, coolant temperatures, uptime and maintenance states.

Heat demand

Required temperature, hourly and seasonal profile, storage options and alternative heat cost.

Integration

Distance, exchanger losses, pumps, controls, water quality, redundancy and safe bypass.

Use a measured balance

Estimate recovered energy only over overlapping supply and demand. Subtract pumping, exchanger and integration losses; include periods when heat must be rejected. Meter the delivered boundary rather than extrapolating from GPU nameplate power.
